1. Introduction

These Terms and Conditions (hereinafter "Terms") constitute a legally binding agreement between you (the "Player," "User," or "you") and phdci (hereinafter "phdci," "the Platform," "we," "us," or "our"), governing your access to and use of the phdci website located at https://phdci.net and all associated services, games, mobile interfaces, promotions, and account features (collectively, the "Services").

phdci operates under a licence issued by the Philippine Amusement and Gaming Corporation ("PAGCOR"). All Services offered on this platform are subject to PAGCOR regulatory standards and Philippine law. By registering a phdci account, logging in, making a deposit, placing a wager, or otherwise using any part of the Services, you confirm that you have read these Terms in full, that you understand them, and that you agree to be legally bound by them.

If you do not agree to any part of these Terms, you must not register a phdci account and must cease using the Services immediately. phdci reserves the right to update these Terms at any time. Updated Terms will be posted at https://phdci.net/terms-conditions with a revised effective date. Continued use of the Services after the effective date of any update constitutes your acceptance of the revised Terms.

2 . Eligibility and Registration

2.1 Age Requirement

You must be at least twenty-one (21) years of age to register and use phdci. This requirement is mandated by PAGCOR regulations and is strictly enforced by phdci. By registering, you warrant that you are 21 years of age or older. phdci reserves the right to request documentary proof of age at any time. If it is established that a Player is under 21 years of age, phdci will immediately close the account, void all transactions, and handle any remaining balance in accordance with PAGCOR guidelines.

2.2 Jurisdiction Restrictions

The Services are intended for use by residents of the Philippines and other jurisdictions where online gambling is lawful. It is the Player's sole responsibility to determine whether accessing and using the phdci Services is legal in their jurisdiction. phdci does not accept registrations from individuals located in jurisdictions where online gambling is prohibited by applicable law. Players who circumvent geographic restrictions using VPNs or other means do so in breach of these Terms and may have their accounts suspended and balances forfeited.

2.3 Registration Requirements

To register a phdci account, you must provide accurate, complete, and current information, including your full legal name, date of birth, residential address, email address, and contact number. You agree to maintain and promptly update your registration information to keep it accurate and current. phdci may, at its sole discretion, refuse registration to any applicant without providing a reason.

2.4 One Account Policy

Each individual may register and maintain only one (1) phdci account. Multiple accounts held by the same individual, whether under the same or different names or contact details, constitute a material breach of these Terms. phdci reserves the right to merge, suspend, or permanently close all duplicate accounts and to forfeit bonuses and winnings associated with any duplicate account. This policy applies regardless of the payment method or device used to register.

2.5 Know Your Customer (KYC) Verification

In compliance with PAGCOR regulations and applicable anti-money laundering laws, phdci requires all Players to complete identity verification ("KYC") before processing any withdrawal. KYC verification requires submission of a valid government-issued photo identification (such as a Philippine passport, SSS ID, PhilHealth ID, Unified Multi-Purpose ID, or driver's license), proof of address, and, where applicable, proof of the payment method used. phdci may request additional documentation at any time. Failure to complete KYC verification within the timeframe specified by phdci may result in account suspension or closure.

3. Account Security

3.1 Password and Credentials

You are solely responsible for maintaining the confidentiality of your phdci account credentials, including your username and password. You must not share your account credentials with any third party, allow any third party to access your account, or use another person's account. phdci will not be liable for any loss or damage arising from unauthorised access to your account resulting from your failure to maintain the confidentiality of your credentials.

3.2 Unauthorised Access

If you suspect that your account credentials have been compromised or that unauthorised access has occurred, you must notify phdci immediately via the contact channels listed in Section 14 of these Terms. phdci reserves the right to suspend any account pending investigation of a suspected security breach. During such suspension, access to funds held in the account wallet may be temporarily restricted.

3.3 Account Responsibility

All bets placed, deposits made, and transactions conducted through your phdci account are your sole responsibility. phdci is entitled to treat all activity on your account as having been authorised by you unless you have provided timely written notice of a security breach. phdci will not reverse or refund bets placed by any person using your account credentials, whether authorised or not, except as required by PAGCOR regulations.

4. Deposits and Withdrawals

4.1 Deposits

All deposits to your phdci account are denominated in Philippine Pesos (PHP). Accepted deposit methods include GCash, PayMaya, BPI, BDO, Metrobank, and 7-Eleven over-the-counter payment. Minimum and maximum deposit amounts for each payment method are displayed in the phdci cashier at the time of transaction. Deposits are credited to your account wallet upon confirmed receipt of cleared funds. phdci does not charge deposit fees, but your payment provider may apply their own transaction charges for which phdci bears no responsibility.

4.2 Withdrawals

Withdrawal requests are processed to the same payment method used for the most recent deposit, subject to operational availability. All withdrawals require completed KYC verification as described in Section 2.5. Withdrawal requests submitted before the daily cashier processing cutoff will be processed on the same business day where operationally possible; requests submitted after the cutoff will be processed on the following business day. Bank transfer timelines are subject to the processing schedules of the receiving institution and are outside phdci's control. phdci reserves the right to apply a security review to any withdrawal request, which may temporarily delay processing.

4.3 Minimum and Maximum Withdrawal

Minimum and maximum withdrawal amounts are specified in the phdci cashier and may be updated from time to time. Withdrawal requests below the minimum threshold will not be processed until the account balance meets the minimum requirement. phdci reserves the right to apply enhanced due diligence procedures to withdrawal requests above certain thresholds in compliance with anti-money laundering regulations.

4.4 Disputed Transactions

If you believe an error has occurred in any transaction on your account, you must notify phdci support within seven (7) calendar days of the transaction date. phdci will investigate and respond within a reasonable timeframe. Transaction disputes received after seven (7) calendar days may not be reviewed. phdci's records of all account transactions shall be conclusive in the absence of manifest error.

5. Bonuses and Promotions

5.1 General Bonus Terms

From time to time, phdci offers bonuses, free spins, cashback, reload promotions, and other promotional incentives to registered Players. All promotions are subject to specific terms and conditions, including wagering requirements, eligible game restrictions, minimum deposit requirements, and expiry periods, which will be stated on the relevant promotion page at the time the offer is active. Players are responsible for reading and understanding the specific terms of each promotion before opting in.

5.2 Wagering Requirements

Bonus funds credited to a phdci account are subject to wagering requirements before they may be converted to withdrawable cash. The applicable wagering requirement multiplier is stated on each individual promotion page. Not all games contribute equally toward wagering requirements — live casino games, for example, may contribute at a lower rate than slots. The precise contribution rates for each game category are specified in the applicable promotion terms.

5.3 Bonus Misuse

phdci reserves the right to withhold, void, or reclaim bonus funds and associated winnings where it has reasonable grounds to believe that a Player has engaged in bonus abuse, including but not limited to: opening multiple accounts to claim the same promotion, using low-risk betting strategies to fulfil wagering requirements, providing false information to qualify for a promotion, or systematically exploiting promotional offers across multiple platforms. A determination of bonus misuse is made at phdci's sole discretion and is subject to internal review procedures.

5.4 Amendment and Withdrawal of Promotions

phdci reserves the right to amend, suspend, or withdraw any promotion at any time without prior notice. Where a promotion is withdrawn after a Player has already opted in and partially satisfied the wagering requirement, phdci will make a reasonable determination regarding the treatment of partially earned bonus funds on a case-by-case basis.

6. Gaming Rules

6.1 Game Availability

The games available on phdci are provided by third-party software providers including but not limited to Jili Games, Pragmatic Play, Playtech, Evolution, Microgaming, and CQ9. Game availability may vary from time to time and certain games may be restricted in specific jurisdictions. phdci does not guarantee the continuous availability of any specific game title.

6.2 Bet Limits

Each game on phdci has defined minimum and maximum bet limits, which are displayed within the game interface. phdci reserves the right to adjust bet limits at any time and may apply individual account-level bet limits at its discretion. Bets that exceed the stated maximum or fall below the stated minimum may be refused or voided without notice.

6.3 Malfunction and Technical Errors

In the event of a malfunction of any game software, network failure, or any other technical error that affects the validity of a game round or bet, phdci reserves the right to void the affected round and return the relevant stake to the Player's account. phdci is not liable for any loss of winnings resulting from a technical malfunction. The phrase "malfunction voids all pays and plays" applies to all games on the platform.

6.4 Sports Betting Rules

Sports betting markets on phdci are subject to the specific rules applicable to each sport and market type, as displayed within the sportsbook interface. phdci reserves the right to suspend, cancel, or void any betting market where the integrity of the event is in question, where an obvious pricing error has occurred, or where PAGCOR or other regulatory direction requires it. Settlement of sports bets will be based on the official result of the relevant sporting event as determined by the recognised governing body.

7. Prohibited Conduct

The following conduct is strictly prohibited on phdci and constitutes a material breach of these Terms. Upon detection of any prohibited conduct, phdci reserves the right to immediately suspend or permanently close the offending account, void all pending bets, forfeit all account balances including deposited funds and winnings, and report the matter to PAGCOR and relevant law enforcement authorities where applicable.

• Using automated software, bots, scripts, or any artificial intelligence tool to place bets, interact with games, or manipulate account activity.
• Colluding with other Players or third parties to gain an unfair advantage in any game or betting market.
• Exploiting software vulnerabilities, pricing errors, or technical glitches to generate artificial winnings.
• Engaging in any form of money laundering, including depositing funds derived from criminal activity or using phdci as a conduit for financial transactions unrelated to genuine gambling activity.
• Providing false, misleading, or fraudulent information during registration or KYC verification.
• Accessing phdci from a jurisdiction where online gambling is illegal, including through the use of VPN, proxy, or any other circumvention technology.
• Registering or operating more than one account, or operating an account on behalf of another person.
• Engaging in abusive, threatening, or harassing conduct toward phdci staff or other users.
• Attempting to reverse-engineer, decompile, or tamper with any phdci software, game engine, or security system.

8. Intellectual Property

All content on the phdci platform — including but not limited to the website design, logos, trademarks, graphics, game interfaces, text, software, and databases — is the property of phdci or its licensors and is protected by applicable intellectual property laws in the Philippines and internationally. You are granted a limited, non-exclusive, non-transferable, revocable licence to access and use the Services for your personal, non-commercial entertainment purposes only.

You may not copy, reproduce, distribute, modify, create derivative works from, publicly display, or commercially exploit any phdci content without the express prior written consent of phdci. Unauthorised use of phdci intellectual property may give rise to civil and criminal liability under Philippine law.

9. Limitation of Liability

9.1 Service Availability

phdci makes reasonable efforts to ensure continuous availability of the Services but does not warrant that the platform will be uninterrupted, error-free, or free from viruses or other harmful components. Scheduled maintenance, unexpected technical failures, or force majeure events may result in temporary service unavailability. phdci will not be liable for any loss or inconvenience resulting from service interruptions.

9.2 Limitation of Financial Liability

To the maximum extent permitted by applicable Philippine law, phdci's total aggregate liability to any Player arising out of or in connection with the Services — whether in contract, tort, or otherwise — shall not exceed the total net deposits made by the Player to their phdci account during the twelve (12) months immediately preceding the event giving rise to the claim. phdci shall not be liable for indirect, consequential, special, incidental, or punitive damages of any kind.

9.3 Third-Party Services

phdci is not responsible for the availability, accuracy, or content of third-party services integrated into the platform, including payment providers, game software providers, and live streaming services. Any dispute with a third-party service provider must be resolved directly with that provider in accordance with their own terms and conditions.

10. Privacy and Data

phdci collects, processes, and stores personal data in accordance with its Privacy Policy, available at /privacy-policy. By registering a phdci account, you consent to the collection and processing of your personal data as described in the Privacy Policy. phdci implements appropriate technical and organisational measures to protect your personal data against unauthorised access, loss, or destruction, in compliance with Philippine data protection laws.

phdci may share your personal data with PAGCOR and other regulatory authorities as required by law, with payment processors as necessary to facilitate transactions, and with third-party service providers who assist in operating the platform, subject to appropriate data processing agreements. phdci will not sell your personal data to third parties for marketing purposes.

11. Responsible Gaming

phdci is committed to promoting responsible gaming among all its Players. Gambling is intended as a form of entertainment and should never be viewed as a source of income or a means of recovering financial losses. phdci provides the following responsible gaming tools, accessible directly from your account settings:

• Deposit Limits: Set daily, weekly, or monthly deposit limits. Reductions take effect immediately; increases are subject to a mandatory waiting period.
• Session Time Reminders: Configure alerts that notify you of elapsed playing time at regular intervals.
• Reality Checks: Automatic pop-up notifications after extended play sessions, showing net gaming activity.
• Self-Exclusion: Suspend your account for a defined period (30 days, 90 days, 6 months, 1 year, or permanent). Self-exclusion takes effect immediately. Permanent self-exclusion cannot be reversed.

12. Amendments to These Terms

phdci reserves the right to amend, supplement, or replace these Terms at any time. Material changes will be notified to registered Players via the email address on record or through a prominent notice on the phdci website. The amended Terms will take effect on the date specified in the notice. If you do not agree to the amended Terms, you must cease using the Services and may request account closure. Continued use of the Services after the effective date of any amendment constitutes acceptance of the revised Terms.

13. Governing Law and Dispute Resolution

These Terms shall be governed by and construed in accordance with the laws of the Republic of the Philippines. Any dispute arising out of or in connection with these Terms or the Services that cannot be resolved through the phdci internal complaints procedure shall be subject to the jurisdiction of the competent courts of the Philippines, or, where applicable, to the dispute resolution procedures of PAGCOR.

Players who wish to raise a formal complaint should first contact phdci customer support as described in Section 14. phdci will acknowledge all formal complaints within two (2) business days and endeavour to provide a substantive resolution within fifteen (15) business days. Where a complaint cannot be resolved to the Player's satisfaction through the internal process, the Player may refer the matter to PAGCOR through the official PAGCOR channels.
